This is a form of 'true' invisibility, as the psionisist shifts himself to a millisecond forward in time. This allows him to see thing extremely similar to what is really happening. Detecting invisible will not work, as the psionicist does not exist in the dimensions the caster uses it on. This use of the power is extremely draining, and the psioninst can only move at half his rate, or be subject to being hit and taking double damage (having a sword materialize inside you doesn't feel good). The psionisist returns to normal time after this. As long as he stays still, the psionist cannot be harmed from attacks on him, however area of effect spells can still affect him normally. The psionist cannot harm his surrondings, including people.
Power Score: The psionist can move normally.
20: The psionist blinks inbetween realties, and takes double damage for the round.

I do not see how being moved forward in time makes you invisible. It should only give you awareness of what might be coming. Of course, each DM can make their own ruling.
