Power score: Int+Con divided by two - 4
Initial cost: 20
Maintenance cost: 10 per 'round'
Area of effect: 30 foot radius
Preparation time: 1 turn per desired round stopped.
Prerequisite: Telekinesis, Molecular Manipulation, Lvl 14
Power Score: Psionicist may continue to move at 2 ft/rd
Roll of 20: Only the psionicist stops
This is a Meta-psionic Science which requires a little extra background. The psionicist must spend one month under the teaching of a possesor of this Science who instructs him in the mechanics of time. If, after this time, he can pass both an Int and Con check at -3, he learns this science. Otherwise, he must start over. To prepare it, he must spend one turn preparing per round to be spent stopped. After this, he must pass an ability check or re-prepare. If he passes, at any time within the next two days he may use this ability if he passes an ability check. This spell completely stops all time within the area of effect, except for thought. Nothing may enter or leave, unless the Power Score was rolled. At the end of the duration, all intelligent beings except the psionicist must pass a Con check or become disoriented for two rounds due to the sudden time acceleration. Any psionicists without this Science must pass the test at -3.
